Abstrak

Untuk meningkatkan kualitas layanan publik, transformasi digital telah menjadi prioritas utama, terutama di Dinas Kependudukan dan Pencatatan Sipil (Dispendukcapil). Sektor ini telah memanfaatkan teknologi informasi dan komunikasi (TIK) untuk mempercepat, mempermudah, dan meningkatkan transparansi layanan administrasi kependudukan. Tujuan dari penelitian ini adalah untuk menemukan elemen yang mendukung dan menghambat transformasi digital di Dispendukcapil, serta bagaimana hal ini berdampak pada kualitas pelayanan publik. Meskipun transformasi digital menawarkan peluang besar untuk meningkatkan efisiensi dan akurasi, infrastruktur yang terbatas, literasi digital masyarakat yang rendah, dan resistensi terhadap perubahan dalam budaya organisasi adalah beberapa kendala yang ditemukan berdasarkan penelitian literatur dan analisis data. Hasil penelitian menunjukkan bahwa peningkatan literasi digital, kolaborasi pemerintah pusat dan daerah, dan alokasi anggaran yang memadai untuk mendukung digitalisasi sangat penting.
